Bug Fix: ProMo+ was not properly localized in French

Due to some missing DLLs, some window contents were not translated into French

Bug fix: Delete user - fails for users having access to other Branches

PM User for which access to other Branches was granted fails until access to all Branches in My Users\Branch Access List is removed at first.

Change (Bug fix): ProMo+ 4 – Date values 1/1/1900 are not displayed in project table like in ProMo+ 3

Date values 1/1/1900 are not displayed in project table in ProMo+ 3, this was now implemented also for ProMo+ 4.
