Bug Fix: Local_Throughput not taken into account for rows coming from base

When rows are coming from the database of the estimate, figures entered in the column Local_Throughput were ignored.

New: Quantity factor can be expressed as a percentage

The native column Quantity_Factor is now dubbed with a new column named Quantity_Percentage. You cannot have both columns in an estimate. Quantity_factor can range 0.05 to 5 as before so Quantity_percentage allows -95% to 400%.
