Bug fix: Estimate Converter – Build for estimate’s ‘Update with new BoQ’ function – ‘Operation is not valid’ error

Fixed error ‘Operation is not valid on locked cells’ In Estimate Converter while building new estimate for ‘Update with new BoQ’ function called from QDV.

Bug Fix: Error in 7.19.749 fixed

Due to major changes in the way the database of the estimate is handled for the new rounding columns, an error 'Key not found in dictionary' could appear when scrolling in the minutes.
