Bug Fix: Recent change caused an error in update process

Recently, we introduced a change to ensure that deployment from customers’ servers always deploy custom DLLs. Only when the update is made from the publisher’s server, the KeepCustomConnection.inf, KeepCustomArticles.inf and KeepCustomFunctions.inf are taken into account.

But this change introduced a bug; these inf files were always ignored.
