New: Procurement application in the "QDV Tools for Excel"

The "QDV Tools for Excel" have been enriched with a procurement application. This is the first issue of it and it needs to be tested and probably extended. We'll soon provide a manual for this application. Notice that "QDV Tools for Excel" come with the Ultimate Edition of the product only.
