Bug fix: Filter date error on systems with non English SQL Server systems

Filter date format change from yyyy-MM-dd HH:mm:ss to yyyy-MM-ddTHH:mm:ss (ISO8601; Some character strings formats, for example ISO 8601, are interpreted independently of the DATEFORMAT setting.) working correctly also on non English SQL Servers.

Enhancement: New PM variable in TEMPLATE: PMNTAccount - user's Windows logon name

Like other PM variables (PMLogin, PMLoginIsAdmin, PMLoginGroupID, PMLoginGroupName, PMInRestrictedMode, PMNTAccount), PMNTAccount can be used in formulas or to display it in Balance/Summary view (=PMNTAccount), it contains logged in user’s Windows logon name.

Change: PM culture

- only CurrentUICulture is set now (not also CurrentCulture) based on user's Language setting (so grid and workbook keep regional settings of user system culture)

Change: Template upgrade – formats change, new setting

- upgrade of Template to 1.3: cleared/hidden Controls.Format column, changed tables.Field Format column, added NTGroupPattern setting

- instead of Controls.Format, directly cell's format is used to format control values

- instead of tables.Field Format cell's format, it's value is used: Numbers: US number format (#,##0.00), Dates: ShortDate/LongDate

Enhancement: Select NT dialog – new Application NT groups search pattern

- added Application NT groups search pattern (editable but not saved; User NT groups search pattern is kept and is saved) to Select NT Group dialog

Change:  Last change user – PM login or NT login

- last change user - for application users still their Login, for NT users their NT login instead of NT group (also for Documents-published by is used this rule instead of user name now)

What's new restarts from version 3.42 and is no longer intended to final users. It describes all changes so that administrators can benefit from enhancement and bug fixes. What's new for end users is no longer maintained and can be more efficiently appended to "My Documentation" menu which is maintained by the administrator.
