Bug fix: Cannot open estimate outside admin mode in latest beta

in the latest beta version 7.17.0627 if was no longer possible to open some estimates in user mode (non admin)

Bug fix: Usage of controls in frozen estimates

In a frozen estimate, it was still possible to use controls in the overhead workbook (e.g. lists, check boxes, buttons, etc.…). This is now no longer allowed.
Also in embedded workbooks in the minutes or WBS it was possible to changes those workbooks and save them. This is changed, so that although changes are still possible, they cannot longer be save now.

Also a harmless exception which might occur when making older estimates the current estimate is solved.
