New: Added WBS fields management to the user API

Several interfaces were added to the Qdv.UserApi.Fields namespace. They all start with IWbs prefix. The main type is the IWbsFieldsRepository whose instance is available via IEstimate.WbsFieldsRepository property. So in a macro, you can access the WBS fields from Es.WbsFieldsRepository.
