Bug Fix: Control or repartition curves from user profiles

The recent change to disable creation of repartition curves from user profile didn't migrate properly. When old versions were used, the ability to create curves was disabled but in old version creation of curves was always enabled

So contrarily to what we wrote in the what's new note, when we downgrade to an older version, permission will be ENABLED to user in accordance with old behavior when this flag is set.

Bug Fix: Migration lead sometimes to "m.sumOfReferencesCore was missing"

When migrating an estimate where the sum of reference fields is used, it could lead to the message "m.sumOfReferencesCore was missing". This was related to the new version of SQLite recently implemented.
