Bug Fix: ClickOnce failed with latest beta 7.21.889

A missing component in ClickOnce updater caused a failure.

End users were not able to download the upgrade. They got no message but the updater closed without warning.

It occurred only if version 7.21.889 was published. If you did so, please publish version 7.21.890.
