Bug Fix: WBS not always computed in the “compensate external expenses” mechanism

In the mechanism to compensate external expenses (Field PERCENT_TO_ALLOCATE_TO_WBS), the WBS was not automatically recalculated when figures were inputted in this field is it impacted only optional tasks.
