Fix: Article database – Update of Negotiation (factor) and Efficiency (factor)

Update of Negotiation (factor) and Efficiency (factor) is allowed when the factor is enabled in Database \ Behavior menu in Article manager. When these flags were off, it was still possible to update values of these factors in Article manager in user interface, but these updated values were not saved and were reverted to original values after leaving edit mode. The update of these factors is now not allowed when these flags are not set.
