New: New calculation flags in the API (macros)

The following properties were added in the ICalculationOptions interface:

•NoCalculationWhenEditingInNomenclatures

•NoWarningWhenFormulaIsNotCompatibleWithLinksOrDb

•QEvalFollowsQwbsExceptWhenQWbsIsNull

•QEvalContainsSumOfLinkedQuantities

They have been available in the UI but not in the API.

Fix: Set_WBS_Column_Visible_Mode verb has cleared WBS header merging

When an event has called the Set_WBS_Column_Visible_Mode verb, the parent header row in WBS has lost the merging. Check and repaint was needed to fix it.
