New: Column to comment the formula for Quantity

A new pre-defined column (COMMENT_ABOUT_QUANTITY) has been added to handle a comment about the formula for quantity or about the quantity itself. We need as special column here because it must behave exactly as FORMULA_FOR_QUANTITY column meaning that it should display values from hosting rows instead of values from referenced rows when the database of the estimate is involved.

By the way, we have applied the same to existing field EVALUATED_QUANTITY.
